Question to the Leader of Government’s Business on List of Advisors to the Government 

 

Can the Leader of Government’s Business provide a list of all advisors to the government recruited during the period 2013 – 2018 and 2018 to present, their job descriptions, remuneration and benefit packages.

Question to the Leader of Government’s Business on Contracts

 

As it relates to the types of employment contract being used by government, can the Leader of Government’s Business:

  1. Explain the difference between Contracts of Service and Contracts for Service, including duration/length of contract?
  2. What criteria are being used to determine who gets Contracts of Service and Contracts for Service?
  3. What is the difference in remuneration and benefits of the above-mentioned contracts?

Questions to the Leader of Government’s Business 

 

  1. *What is the current debt of the government, inclusive of borrowing and obligations to all the various to whom the government is indebted? (Oral response)
  2. As it relates to youth initiatives:

(a) What is the current status of the Mpower program, inclusive of the number of     participants, a list of service providers, finances, achievements and       challenges?

(b) How many Imani trainees have been in receipt of contract employment, in       which sectors and what is the length/duration of the contract?

Bearing in mind that the Praedial Larceny Act was established in 2005 to set up a fund and we are in 2021, based on the response provided, what has taken us so long in having this fund established?

Questions to the Leader of Government’s Business on the requirement for every Ministry and Department to prepare workplans as is required by Division 4, Clause 16 (3) of the Public Finance Management Act Regulations of 2015.

Questions to the Leader of Government’s Business on Government’s action in providing relief to seamoss farmers and fishermen from sargassum sea weed.

Can the Leader of Government’s  Business inform the Senate on the following as it relates to the Sargassum Seaweed:

 

  1. Does government have a documented plan in place for the management of this invasive species of Sargassum to alleviate its negative effect on the Seamoss farmers and fishers?

  • If yes, then please provide a copy of the plan.
  1. If no plan is available, when can one be expected?
  2. Is there a monitoring mechanism in place to measure the levels of hydrogen sulfide gas emitted from the sargassum? If yes, are the readings within acceptable range?

Questions to the Leader of Government’s Business  on Grenada’s status relative to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization.

  1. Is Grenada a signatory to the Nagoya Protocol?  If yes, in what year did Grenada signed on?

 

  1. Has Grenada ratified its position relative the Nagoya Protocol? If yes, indicate the year.

 

  1. If no, is it Government’s policy to ratify the Nagoya protocol?

 

  1. If no, please provide reason(s) for Grenada not ratifying the Nagoya protocol to date.

 

  1. Is there a fee or charge associated with ratifying the Nagoya Protocol? If yes, what is the fee or charge?

Question No. 1

 

Question to the Leader of Government’s Business on Ambassador Warren Newfield and the Kimpton Kawana Hotel Project

 

  1. Has the Government of Grenada appointed a new Ambassador to replaced former Ambassador Warren Newfield, who operated from the Consulate Office in Miami?

 

  1. Is the Miami Consulate Office from which Ambassador Warran Newfield operated and provided consulate services to Grenadian citizens and others, still in operation and if yes, who is the officer in charge? 

 

  1. Is former Ambassador Warren Newfield an investor in the Kimpton Kawana Hotel project as well as a CBI agent?  

 

  1. Grenada’s Citizenship By Investment has provided significant financial support for the Kimpton Kawana Bay Hotel. Will the Leader of Government’s Business tell the Honourable House how much money has the CBI invested into the project? 

 

  1. What is the current status of the Kimpton Kawana Bay Hotel Project? Is work continuing on the project or has it stopped, and if it has stopped, when it is likely to resume?

 

  1. Have the Government of Grenada conducted any audit on the Kimpton Kawana Bay Hotel Project?
  1. If yes would a copy of such audit be made available to this Honorable House? 
  2. If no, is there a plan to have such an audit conducted.

Question to the Leader of Government’s Business on Environmental Impact Assessment Studies.

Has the government of Grenada through its Physical Planning Unit, conducted any Environmental Impact Assessment studies both in Mt. Hartman and St. Patrick, where huge hotel projects are being undertaken? If the answer is yes, will the Leader of Government’s Business make copies available to the Senate?

Question No. 3

Questions to the Leader of Government’s Business on the new health facility in  Gouyave, St.John. 

(a) When is the new health facility at Gouyave, St.John scheduled to be completed?

(b) When is the scheduled official handing over of this facility to the Government of    Grenada? 

(c) What are the services that the people of the western side of the island can expect to receive from this new health facility?

(d) Are all the equipment/s required for the full operation of the heath facility already sourced?  If not, what equipment/s are still to be sourced?

(e) Are all the human resources needed to make this facility properly functional already identified and/or sourced?  If not, which personnel are yet to be sourced? 

(f) What will be the operating hours of the facility when opened to the public?

Question to the Leader of Government’s Business on the National Health Insurance. 

Can the leader of government’s business kindly provide to this Honourable house a status update on the proposed National Health Insurance?

Question to the Leader of Government‘s Business on the Mt. Hartman and Levera Hotel Development Projects

 

  1. Has the Government of Grenada through its physical planning unit conducted any environmental impact assessment survey on both the Mt. Hartman hotel development project and the Levera hotel development projects? 

 

  1. If yes, can copies of such assessment(s) be provided to this honorable house?

Question to the Leader of Government’s Business reference to the Ministry of Education

 

In relation to the planned appointment of school Managers:

 

  1. a.  Having read the Education Act and being unable to find the relevant section,      

     under which section of the Education Act is the Minister for Education’s      

     proposal covered?

  1. How many Managers would be appointed?
  2. What are the qualifications for such Managers?

       

  1. a. What is the selection process for these appointees?
  1. Are interviews included in the selection process? 
  2. If yes, how would the interview panel be constituted?

 

  1. a. What are the terms of reference/job description for these managers?
  1. What would be the monthly salary of these Managers?
  2. What would be the duration of   these appointments?

 

  1.   a.  Who would supervise these Managers? 
  2. What would be the performance measures for evaluation of these managers?
