As it relates to the types of employment contract being used by government, can the Leader of Government’s Business:

a). Explain the difference between Contracts of Service and Contracts for Service, including duration/length of contract?

b). What criteria are being used to determine who gets Contracts of Service and Contracts for Service?

c). What is the difference in remuneration and benefits of the above-mentioned contracts?

Question to the Leader of Government’s Business on List of Advisors to the Government Can the Leader of Government’s Business provide a list of all advisors to the government recruited during the period 2013 – 2018 and 2018 to present, their job descriptions, remuneration and benefit packages.

Could the Honourable Minister advise the House as to whether the Gravel, Concrete and Emulsion Company has disposed of any of its fixed assets, by way of sale , lease or otherwise, within the last 24 months and if so:

  1. Which specific asset or assets was or were disposed of?

 

  1. What is (or are) the name(s) and nationality (ies) of the legal entity (ies) to whom those assets were disposed?

 

  1. When did this (or these) transaction(s) occur?

 

Question No. 2

If the answer to question 1 is in the affirmative, that is that an asset or assets of the said company were disposed of during the period mentioned, then can the Minister tell us what are the terms of that disposition, in particular:

 

  1. If it is a lease, then what is the term of the lease (for how long) and what remuneration has the Company received or is going to receive over the term of the lease and in what manner?

 

  1. If it is a sale, then what is the sale price and when and in what manner is the Company to be paid for the asset?

 

  1. Would the Minister provide the House with a copy of the contractual document or documents pursuant to which the asset or assets was or were disposed of?

 

Question No. 3

If the answer to question 1 is in the affirmative, that is, that an asset or assets of the said company were disposed of during the period mentioned, then can the Minister tell us whether the standard procurement procedures provided for in our laws and regulations followed, in particular:

  1. Was any invitation to tender published in relation to the disposition of the asset or assets and if so, in what publication (or through what medium) and for how long?
  2. How many Expressions of Interest were received from different entities

 

  1. Were these Expressions of Interest ( or Tenders) evaluated by the Tenders Board or any other body or committee specifically  charged with the mandate of evaluating such tenders on behalf of Government or State owned Enterprises

 

  1. Was the contract given to the entity recommended by the Tenders Board or other body or committee specifically  charged with the mandate of evaluating such tenders on behalf of Government or State owned Enterprises

By the Leader of Government’s Business:

 

RESOLUTION FOR THE PURPOSES OF SECTION 4 (3) OF THE

QUARANTINE ACT, CHAPTER 271

 

WHEREAS it is provided by section 4 (1) of the Quarantine Act, Chapter 271 (hereinafter referred to as “the Act”) that the Minister may make regulations, as respects the whole or any part of Grenada, including the ports and coastal waters thereof, for preventing—

 

(a)       danger to public health from ships or aircraft or persons or things therein, arriving at any place; and

 

(b)       the spread of infection by means of any ship or aircraft about to leave any place, or by means of any person or thing about to leave any place in any ship or aircraft;

 

AND WHEREAS it is provided in section 4 (3) of the Act that regulations made under section 4 (1) of the Act shall not have any force or effect until confirmed by resolution of the House of Representatives;

 

AND WHEREAS on the 23rd day of November, 2021 the Minister with responsibility for Health made the Quarantine (COVID-19) Regulations, 2021 and on the 30th day of November, 2021 the House of Representatives by resolution confirmed the Quarantine (COVID-19) Regulations, 2021;

 

AND WHEREAS it is now expedient that the Quarantine (COVID-19) (Amendment) (No. 2) Regulations, 2022 attached hereto as a Schedule be confirmed by the House of Representatives to amend the Quarantine (COVID-19) Regulations, 2021;

 

NOW THEREFORE BE IT RESOLVED that pursuant to the provisions of section 4 (3) of the Act that the Quarantine (COVID-19) (Amendment) (No. 2) Regulations, 2022 be now confirmed by the Senate.

Motion on the need for Government and its related Institutions to Design and Implement a Comprehensive and Robust Approach and Strategy to fight Praedial Larceny

 

WHEREAS praedial larceny is a major risk to Grenada’s food and nutrition security and acts is a disincentive to farmers and agriculture investments;

 

AND WHEREAS despite several measures that are put in place to reduce incidents of praedial larceny over the years, farmers continue to be negatively impacted;

 

AND WHEREAS Parliament enacted a revised praedial larceny act in 2020, farmers continue to suffer at the hands of thieves on their farms;

 

BE IT RESOLVED THAT the Senate support the need for Government design and implement a more robust strategy to fight praedial larceny to result in more relief to farmers, improved food security and improvement to the economy.

 

2.

Motion on the Need for Government to Act Urgently to Secure Improved Financing for Agriculture, Farmers and Fishers

 

WHEREAS farmer and fishers require financing to either start up or to continue their business operations;

 

AND WHEREAS accessing financing for agriculture and fishers is very difficult;

 

AND WHEREAS Grenada National Sustainable Development Plan 2035 recognizes this challenge and has identified a series of recommendations to reduce this difficulty;

 

AND WHEREAS a significant part of Government’s annual agriculture budget is financed by grant funding;

 

AND WHEREAS funding for the recommendations in Grenada’s National Agriculture Plan can be realized more from medium term guaranteed financing and funding mechanisms;

 

BE IT RESOLVED THAT the Senate supports:

(a) that Government act swiftly to facilitate access to agriculture and fisheries financing by farmers, fishers and agri-related enterprises

(b) that Government lead the development of appropriate financing mechanisms including specific legislations that are devoted to fund  agriculture and fisheries development such as the Grenada National Development Plan.
